Strength and pack options for Menthol
Two nicotine levels are available. The 5% liquid carries 59 mg per mL, and the 3% liquid carries 35 mg per mL. A full 5% cartridge works out to roughly 41 mg, while a 3% one lands near 24 mg.
On our shelf, 5% comes in a 2 pack or a 4 pack. The 3% Menthol is a 4 pack only, with no 2 pack version listed. The liquid pairs nicotine with benzoic acid to form a salt, mixed into glycerol and propylene glycol.

Is there a 3% Menthol 2 pack?
Not on our shelf. The 3% strength of Menthol is stocked as a 4 pack only. Shoppers who want the smaller box can pick the 5% nicotine 2 pack instead. Virginia Tobacco, by contrast, is offered in both pack sizes at both nicotine levels, so the gap is specific to Menthol at 3%.
How is Menthol different from Virginia Tobacco?
Flavor is the only real difference. Menthol brings a cooling profile with a brisk finish, while Virginia Tobacco is earthy tobacco with no cooling agent. Both use the same 0.7 mL cartridge, the same salt-based liquid and the same 3% and 5% strengths, so either one swaps into your device.
Will these Menthol pods fit a JUUL2?
No. JUUL2 takes its own refills, which carry more liquid at a lower nicotine level, and that hardware only works with them. These Menthol cartridges belong to the original JUUL Device. Check the model name on your device before placing an order.
